What if I get denied when I sign-up and Google says I got banned before, yet I've never used AdSense?

and you've never used AdSense before, try to figure out WHY they might be thinking you were once banned. IP Address? Owning a domain that was once owned by a user that cheated AdSense?? Once you figure out the cause, send them a nicely worded explanation, and cross your fingers.
